Board of Directors

David A. Miller is Senior Director of Development and Alumni Relations, Institutional Advancement, Temple University, Office of the Dean, College of Health Professions and Social Work. He has created an innovative development fund that supports research in the school and has raised more than $2.5 million. He has a Masters of Arts from Villanova University in counseling and has completed several professional development programs in fundraising.

Oscar Vance, Jr. serves as the Founder and President of Vance Community Partners and President of Vance Investigations and Corporate Solutions. He has over 48 years of experience in security and criminal justice investigations, with national and international affiliations. He retired in 2012 from his former position as Chief Detective for the Montgomery County District Attorney’s Office. Mr. Vance has a Master of Science degree in Criminal Justice Administration from West Chester University and is a graduate of the FBI National Academy 177th class.

OSCAR P. VANCE JR. Vice-Chair

Dr. Binh Le is the Acting Head Librarian for Pennsylvania State University where he manages the operations, programs, and services of the Abington College Library. In 2015 he was awarded the Pennsylvania State University’s Administrative Fellowship. Also, in 2015, he was awarded the Big Ten Academic Alliance’s Academic Leadership Fellowship. Most recently, he was selected to participate in Harvard’s Leadership Institute for Academic Librarians.

He is also an active scholar. He has published articles in peer-reviewed journals and presented papers at national and international conferences. In addition, he has also held leadership positions at the Pennsylvania State University and in professional organizations.

DR. BINH LE Secretary

Pearl Lee serves as Vice President/Investments in Philadelphia at Janney Montgomery Scott LLC. She has been in the financial services industry since 1987 with 19-year tenure at Dean Witter Reynolds and Morgan Stanley. She has completed the Janney Retirement Income Planning Program in conjunction with The Wharton School of Business at The University of Pennsylvania.

Ms. Lee is a member of the Board of Directors of the Asian American Women’s Coalition, a multicultural group dedicated to the concerns of all Asian American Women. Pearl holds a B.F.A. from the University of the Arts.

PEARL LEE Treasurer

Jimmy C. Chong, Esq., Owner and Attorney for the Chong Law Firm located in Philadelphia, PA, Lansdale, PA, and Wilmington, DE, has a J.D. from Widener University School of Law. He has earned the honors of being rated/selected by organizations such as Super Lawyers, The National Trial Lawyers, and National Association of Distinguished Counsel.

He remains active in the area’s Korean community as a member or former member of several Korean American Associations and previously taught English as a Second Language to Korean children.

JIMMY C. CHONG, ESQ. Member

Brian M. Duke, Former Secretary of Aging for the Commonwealth of Pennsylvania, has a wealth of experience in the field of Aging. Duke holds a Masters in Health Administration from George Washington University and a Masters in Bioethics from the University of Pennsylvania. He also held leadership roles as the Director of the Bucks County Area Agency on Aging and as a consultant for the U.S. Administration on Aging. Duke currently holds the position of System Director of Senior Services at Main Line Health.

BRIAN M. DUKE, MHA, MBE Member

Dr. Soon Jung is an Anesthesiology Specialist in Allentown, Pennsylvania. He graduated with honors in 2010. Having more than 8 years of diverse experiences, especially in ANESTHESIOLOGY, PAIN MANAGEMENT, Dr. Soon Jung affiliates with many hospitals including Lehigh Valley Hospital, Lehigh Valley Hospital – Muhlenberg, and cooperates with other doctors and specialists in the medical group Lehigh Valley Physician Group.

Grace Wu Kong, Director of the Chinese Community Unit of Voorhees Care & Rehabilitation Center located in New Jersey, has a Bachelor of Science degree in Business Administration from Gwynedd-Mercy University. She is the Founder and Former President of the Chinese American Women’s Sisterhood Society of Philadelphia. Kong has over 30 years of experience working in the nonprofit, healthcare, and insurance industry assisting Asian immigrants and seniors.

She volunteers and served on the Boards of many Asian American organizations with collaboration and partnership in the diverse communities.

Patricia Modafferi, Vice President Health Care Services of Einstein Medical Center Montgomery in East Norriton, PA, has a Masters of Health Science in Ethics from Saint Joseph’s University and a Bachelor of Health Science in Business from Gwynedd Mercy University. Ms. Modafferi has 20 years of progressive leadership experience in medical centers. She remains actively involved in the community through professional membership on the Respiratory Care Advisory Board of Gwynedd Mercy College, church ministry, and various community service projects.

Joanna McClinton (D) represents the 191st District of Pennsylvania as a member of the Pennsylvania House of Representatives. Rep. McClinton received her B.A. in Political Science from LaSalle University and her Juris Doctorate from Villanova University School of Law.

Im Ja P. Choi, MS Founder and CEO Emeritus

In June 2022, Im Ja Choi died following her battle with cancer. Her work and vision continue to be a guiding force and inspiration at PASSi. Read the full statement on her life and passing from CEO Ken Yang.

Until her retirement in 2021, Ms. Im Ja Choi, Founder and CEO Emeritus, provided leadership for Penn Asian Senior Services (PASSi) and all of its service programs. PASSi is an umbrella non-profit organization with four subsidiary divisions including Homecare, Adult Daycare, Senior Community Center, and a state-licensed Vocational School. She was actively involved in all of PASSi’s programs and was a trailblazer in advocating for Asian seniors with language/cultural barriers for over 16 years. PASSi is the largest direct care provider in Pennsylvania for Asian LEP seniors, serving 750 clients with 650+ employees with a $22.8M annual budget. As CEO, Ms. Choi was responsible for overseeing the entire operation of the company, leading fundraising efforts, and strategic planning. Ms. Choi received her Master’s degree in Organizational Dynamics from the University of Pennsylvania, and a Bachelor’s degree from Korea University in Seoul, South Korea.

Our homecare supervisor, Mia Li, directs our team of community coordinators. She is ready to help any of our clients complete the enrollment process, or with any of your other homecare needs.
